Unprecedented in Texas, rainfall has forced thousands of people to flee their flooded homes in a neighborhood of Houston, while rescuers continue to evacuate people who can not leave.

Harvey has brought huge floods to Texas and is starting to affect Louisiana.

The reservoirs, which were constructed by the federal government in the 1940s to reduce flooding along the Buffalo Bayou, are located about 17 miles from downtown Houston.

The president was scheduled to get briefings on the relief efforts in Corpus Christi, Texas, and later meet with state officials at the emergency operations center in Austin.

Donald Trump is headed to Texas with First Lady Melania Trump to survey the damage, much of which cannot be assessed until rainfall stops.

Today, the disaster is still very much ongoing, slowly - too slowly.

It could creep as far east as MS by Thursday, meaning New Orleans, where Hurricane Katrina unleashed its full wrath in 2005, is in Harvey's path. Foreboding images of Harvey lit up weather radar screens early Tuesday, the 12th anniversary of the day Katrina made landfall in Plaquemines Parish.

A mandatory evacuation was ordered for the low-lying Houston suburb of Dickinson, home to 20,000, and questions swirled in Houston itself about why the mayor did not issue a similar evacuation order.

Responding to criticism of Houston Mayor Sylvester Turner's decision not to evacuate the city, Police Chief Art Acevedo told reporters this is an unprecedented catastrophic event.

"Both reservoirs are rising more than half a foot per hour", Zetterstrom said, as quoted by ABC News.

The torrential rain is pivoting off the Gulf of Mexico, east of the center of Harvey which is swirling over Texas. But the sheer amount of rain from Harvey has overwhelmed both structures.

The Barker Reservoir gate is near Hwy. The average yearly rainfall is just under 50 inches; Houston's airport has recorded more than 46 inches. At least two people have been killed since it first hit land late Friday. "This may end up being one of the worst flood disasters in USA history". But officials acknowledge the grim reality that fatalities linked to Harvey could soar once the devastating floodwaters recede.

The result - severe flooding that is expected to grow worse over the week.

Flooded portions of Houston and other parts of Texas will see more heavy rainfall on Monday, as the National Weather Service issued new flash flood warnings for a wide area from Galveston inland to College Station.

The slow-moving storm has brought catastrophic flooding to Texas, led to mass evacuations and paralysed Houston, the fourth most-populous USA city.
