Full statement from Sen. John McCain on voting no on Graham-Cassidy

Republicans have said they're still reshaping the bill in hopes of winning over skeptics. She said her concerns include keeping protections for pre-existing conditions and not decimating Medicaid, the state-federal health program for the poor.

Republicans hold a 52-48 majority in the Senate.

In the press release, the aforementioned medical groups claim that the Graham-Cassidy plan would be impossible to implement within a year.

Graham said he's "completely convinced" that giving money back to the states is the correct way to address health care and vowed to "press on". "This is a bad idea, not repealed.

The prospects for bringing the bill to the floor next week, however, are dimming.

"Right now they don't have my vote and I don't think they have [Sen.] Mike Lee's (R-Utah) either", Cruz said at the Texas Tribune Festival, The Hill reported on Sunday.
