Saipov is the fourth Uzbek-linked man in less than a year blamed for deadly strikes overseas, following attacks in Istanbul, St Petersburg and Stockholm. He had hoped to kill more people on the Brooklyn Bridge, but was taken into custody and hospitalized after being shot in the abdomen by police.

According to the Washington Post, federal authorities said the 29-year-old told them he has been plotting his attack for a year and decided on using a truck two months ago.

Asked by reporters whether he thought Saipov should be executed if convicted, New York City Mayor Bill de Blasio said he categorically opposes the death penalty.

Prosecutors have announced two federal charges so far: provision of material support and resources to a designated foreign terrorist organization, and violence and destruction of motor vehicles. "But when you say it, it makes it harder for DOJ to make that happen", tweeted Andrew C. McCarthy, a former assistant US attorney for the Southern District of NY.

"Mr. President, we all know he should get the death penalty. Should move fast. DEATH PENALTY!" The plan was carried out on Halloween because he believed there would be more people on the street, investigators said.

Of those killed on Tuesday, five were Argentine tourists, who were among a group of friends visiting NY to celebrate the 30th anniversary of their high school graduation, one was a Belgian citizen, one was a NY resident and one lived in New Jersey.

Trump also has called for eliminating the 1990s visa lottery program that Saipov used to come to the U.S.in 2010.
