Jacob Zuma has been held personally liable for all legal costs in his challenge over the Public Protector's State of Capture report and was lambasted by a judge for an "unreasonable stance adopted" by a president.

Ordering Zuma to pay the costs of the latest court challenge, Mlambo, the chief justice, said the president's conduct was "clearly objectionable. and amounts to clear abuse of the judicial process".

"The President [Jacob Zuma] is directed to appoint a commission of inquiry within 30 days, headed by a judge exclusively selected by the Chief Justice [Mogoeng]", said Judge President Dunstan Mlambo when he delivered the judgement on behalf of a full bench.

Two months ago, the supreme court of appeal had ruled that the more-than-700 corruption charges against Zuma that were dropped had to be reinstated.

Venter says once the National Elective Conference has taken place this weekend, South Africans might see the end of Zuma's presidency.

In November a year ago, after Zuma failed to block its contents from being made public, Madonsela's report was released.

The report focused on allegations that Zuma's friends, the businessmen and brothers Ajay, Atul and Rajesh Gupta, had influenced the appointment of ministers. Zuma also sought to block the report's release.

"The allegations. detailed in the report are extremely serious", Mlambo said.

The commission is to be headed by a judge appointed by Chief Justice Mogoeng Mogoeng, as per the "binding" remedial actions put forward by Madonsela.

His grounds of appeal included that the court had erred in holding that he was conflicted and was "unable" to perform his powers as president in relation to the appointment of the NDPP, but yet able to perform his other functions as president.

Her 355-page report, titled "State of Capture", stopped short of asserting that crimes had been committed, saying the watchdog lacked the resources to reach such conclusions and recommended that they be investigated by a judicial inquiry.

OUTA said on Wednesday after the judgment that it appears the judiciary has, at long last, called a halt to the president "using public funds to fight his personal battles".

Casac on Thursday also filed a notice with the high court to oppose Zuma's application. Zuma is appealing that ruling.
