Earlier this year, Trump declared that the US would no longer be a part of the landmark 2015 accord with 196 countries, claiming the non-binding agreement imposed unfair standards on American businesses and workers.

During the UN climate change conference in Germany last month, some 20 USA states, 110 cities and more than 1,400 businesses - which they said represented a bigger economy than any nation outside the U.S. and China - pledged to honor the commitment made in Paris.

Trump has said the accord is crippling U.S. business and has called for the agreement to be renegotiated.

During the speech, he announced that it was time to put more women in power "because men seem to be having some problems these days", AFP reported.

He also warned Brussels against overreach, saying "the European Union needs to recognize that micromanaging every single aspect of life within Europe gets people frustrated".

China and India's leaders won't attend the Dec 12 meeting either, though each will send a minister, in what is billed as a follow-up to the landmark Paris climate accord reached in 2015.

Obama's visit comes as Macron pursues a tricky diplomatic strategy with Trump, whom he hosted as the guest of honour at the Bastille Day celebrations this year in an unsuccessful bid to change his mind on climate.
