The IOC banned Russia from the 2018 Games over state-sponsored doping, but said some Russian athletes will be allowed to compete under strict conditions.

To suspend the Russian Olympic Committee (ROC) with immediate effect.

The IOC stopped short of that, instead saying that some Russian athletes will be permitted to compete in Pyeongchang under a specially created status, "Olympic Athlete from Russia (OAR)", according to the IOC statement.

International Olympic Committee comes down hard on Russian cheats, stripping Alexander Legkov of his Sochi 50-kilometre cross country gold medal and banning him for life.

Russia will be barred from the 2018 Olympics, no Russian officials will be allowed at the games, the Russian flag will not be present, and Russia will not be awarded any medals.

As we learned in the making of our documentary Icarus, the Russian state ran a vast, state-sponsored doping system that made a mockery of the Olympic ideals of brotherhood and fair play.

Bach said on Tuesday: "This was an unprecedented attack on the integrity of the Olympic Games and sport".

The World Anti-Doping Agency (WADA) and International Olympic Committee confirmed Rodchenkov's account. This was reported on the website of the International Olympic Committee.

Bach said: "This should serve as a catalyst for a more effective anti-doping system led by Wada". The International Olympic Committee has banned Russian Federation from competing due to a recently-discovered case of performance-enhancing drugs.

The Winter Olympics will be held from February 9-25.

Meanwhile the credibility of the Russian whistleblower Grigory Rodchenkov, who ran the Moscow anti-doping laboratory before fleeing past year and revealing what he knew to McLaren, was recently enhanced by the Oswald commission, who confirmed that he was a "truthful witness".

In his affidavit, Rodchenkov said: "I know I have disappointed many friends and colleagues with my duplicity while serving as director of the Moscow lab".

The executive board reached its decision Tuesday after a scheduled 4 1/2-hour debate when it heard from a Russian delegation that included world figure skating champion Evgenia Medvedeva. The IOC also dismissed Dmitry Chernyshenko, former CEO of the Organizing Committee Sochi 2014, from the Coordination Commission Beijing 2022.

The IOC also heard from a large Russian delegation, led by the former KGB agent Vitaly Smirnov - a long-time IOC member and a major sports administrator dating back to the Soviet era - as well as the brilliant 18-year-old skater Evgenia Medvedeva, the double-world champion who has not been beaten for two years. They've taken away 11 of Russia's 33 medals.
