Britain's U.N. Ambassador Matthew Rycroft said the Security Council is sending "a very strong united signal to the North Korean regime that enough is enough, that they must stop their nuclear program and they must stop their intercontinental ballistic missile program".

But the resolution doesn't include even harsher sanctions sought by the Trump administration, such as prohibiting all oil imports and freezing the global assets of North Korea's government and its leader, Kim Jong Un.

The US-drafted resolution were aimed at further cutting Pyongyang's access to hydrocarbons and order the repatriation of North Koreans working outside the country, according to diplomatic sources.

The United Nations Security Council has further toughened sanctions against North Korea following a ballistic missile test on November 29.

Hailing the unity of the Security Council vote and referring to leader Kim Jong Un, Haley said that, "we will continue to match the Kim regime's choice of aggressive action with actions of worldwide sanctions". Last week, US Secretary of State Rex Tillerson told the council that the "pressure campaign must and will continue until denuclearization is achieved", as he backtracked from his offer to hold unconditional talks with Pyongyang.

President Donald Trump has threatened to "totally destroy" North Korea if it attacks the United States while North Korea insists the world must now accept that it is a nuclear power.

US diplomats have made clear they are seeking a diplomatic solution but have proposed new, tougher sanctions to ratchet up pressure on North Korean leader Kim Jong Un.

Speaking before the Security Council vote, analysts said the new sanctions could have a major effect on the North's economy.

Tens of thousands of North Koreans have been sent to Russian Federation and China to earn revenue for Pyongyang, working in what United Nations rights officials have described as "slave-like conditions".

"If they were enforced, the cap on oil would be devastating for North Korea's haulage industry, for North Koreans who use generators at home or for productive activities, and for [state-owned enterprises] that do the same", said Peter Ward, a columnist for NK News, a website that tracks North Korea.
