Haley also said the United Nations must speak out in support of protesters in Iran where 21 people have died and at least 450 have reportedly been arrested during violent protests against the country's leadership.

On New Year's Day Donald Trump tweeted: "Iran is failing at every level despite the awful deal made with them by the Obama Administration". Let them vote against us. "This is the precise picture of a long oppressed people's rising up against their dictators".

"It takes great bravery for the Iranian people to use the power of their voice against the government, especially when their government has a long history of murdering its own people who dare to speak the truth. We must not make that mistake again".

Ms Haley said the United States would be seeking emergency sessions of the UN Security Council and the Geneva-based UN Human Rights Commission in the coming days, to discuss the situation.

Nikki Haley, the USA ambassador to the United Nations, said Sunday Iran's government is "being tested by its own citizens" after three days of protests against the clerical regime.

Responding to a reporter's question on whether the United States will continue to provide funding for the UN Relief and Works Agency, which provides aid to millions of Palestinian refugees, in light of a non-binding UN General Assembly resolution condemning the recognition, Haley said Trump was prepared to cut aid to UNRWA if the Palestinians refuse to return to peace talks. "Those are the words of the courageous people of Iran".

Haley said "nowhere is the urgency of peace, security, and freedom being more tested than in Iran", noting that "citizens are taking to the streets to protest the oppression of their own government".

The head of Iran's Tehran Revolutionary Court further warned that protesters who rallied against the government after the second day of demonstrations may face "serious penalties".

Haley pushed back on the regime's claim that Iranian enemies somehow manufactured the protests. "I don't think we should be silent". In her remarks, Haley wasted no time criticizing the regime and siding with the protesters against their oppressors. "We need to also organize an worldwide response".

Still, a senior administration official said United States officials are taking inventory of ways they can be supportive of the demonstrations and come up with "creative" ideas. "We don't care", Trump told reporters at the White House.
