Federal Bureau of Investigation agent fatally shoots bound kidnapping victim in botched rescue operation

In yet another weird twist, court papers reveal the victim- Valladares- was actually related to Cunningham- who is married to Valladares' cousin.

They told agents the victim was being held at the northeast Houston home, where police responded just before 4 a.m. Thursday. Initially, they told Ulises Valladares his brother owed them $8,000.

Despite this, Smith said there's no indication that the suspects have ties to any cartel, according to The Houston Chronicle. Cunningham's girlfriend, Heath, told investigators that the men told her to watch Valladares. Those two men demanded money, necessitated the father and son, and combed the home for valuables, police said. The 12-year-old son of the man who was shot is now in Child Protective Services custody.

'The system failed. Whether it was accidental or not, the man is not going home to his family, ' Conroe Police Chief Philip Dupuis said. Over the next three hours, the kidnappers called Valladares brother and made demands.

FBI agents investigate a scene Thursday on the 7300 block of Elbert.

Using the ransom callers' phone number, police were able to trace the location of Cunningham and Sanchez to a Best Western hotel in Webster, Texas, where authorities moved in and arrested the pair. The suspects were arrested.

Houston police assisted at the scene. An FBI agent shot and killed a kidnapping victim during a predawn operation at a home there. He died from a gunshot wound to an upper extremity with re-entry to the torso, according to authorities. Houston FBI Public Affairs Officer Christina Garza revealed during a news conference that two children were home at the same time. The family came and picked up a boy and a girl. They are being charged with aggravated kidnapping and aggravated robbery. When the suspects didn't get what they were searching for, they kidnapped the man from his own home. Brett Ligon, the Montgomery County district attorney, says his office will look into the possibility of murder charges in the case since the suspect's alleged actions led to the victim's death.

Because the shooting took place in the Houston city limits, Houston Police Department will investigate, along with the Federal Bureau of Investigation and the Civil Rights Division of the U.S. Attorney's Office.
