Korea Seizes Second Ship Suspected Of Transporting Oil To N. Korea

Authorities are now investigating the matter and won't disclose further details, Yonhap reported, adding the ship's crew was mostly made up of citizens from China and Myanmar, just like the Hong Kong-flagged tanker Lighthouse Winmore that was seized on Friday.
The ship, which can carry 5,100 metric tons of oil, is now docked in Pyeongtaek-Dangjin port on South Korea's west coast after security officials reportedly decided on December 21 not to allow the vessel to leave the port, according to Yonhap citing a local maritime office.
South Korea has seized a second ship as part of what it describes as an ongoing effort to monitor North Korea's attempts to evade United Nations sanctions.
The seizure follows that of the Lighthouse Winmore, another oil tanker which Seoul claims supplied fuel products to North Korea in October, in breach of UN Resolution 2375. One was a North Korean vessel, but the Treasury didn't identify where the other ship was from.
The vessel is suspected of transferring 600 tonnes of oil to the North Korean tanker Sam Jong 2 in worldwide waters on October 19.
The resolution adopted by the council included sharply lower limits on North Korea's refined oil imports, the return home of all North Koreans working overseas within 24 months, and a crackdown on ships smuggling banned items including coal and oil to and from the country.

The two sources cited naval intelligence and satellite imagery of the ships operating out of Russian Far Eastern ports.
The Panamanian tanker was banned from leaving port following a government meeting on December 21, the report said.
