Instead of taking the Raiders job, Sumlin headed down south, taking the Arizona head coaching position. "We do not doubt that Reggie McKenzie earnestly interviewed Tee Martin, but Mark Davis' singular focus on Jon Gruden meant that McKenzie was interviewing Martin for second place", the Pollard Alliance statement continued.

"The NFL confirmed that its review of the hiring of Oakland Raiders head coach Jon Gruden complied with the Rooney Rule and that the club conducted bona fide interviews with minority candidates as part of its search process", the league said in a statement. Del Rio wasn't fired until a week later.

If Sumlin would have taken the Raiders job, it would have marked his first time coaching in the NFL. Following their blistering report, it was revealed that even though black coaches had a higher victor percentage than their white counterparts they were still more likely to be fired and less likely to be hired.

The rule also has been extended to cover key front office positions such as general manager.

The NFL announced Friday that, following a review, it had determined that the Raiders had complied with the Rooney Rule in the process that led to Gruden's hiring. Before its implementation there were only seven total minority head coaches in the National Football League, and the year before it was implemented there were only two current minority head coaches in the NFL.

This requires teams to interview minority candidates for the position to give an equal opportunity at possibly landing the position.

After owner Mark Davis said last Tuesday he felt Gruden was "all in" on becoming Oakland's next head coach when the two met in Philadelphia a week before Jack Del Rio's firing, the Fritz Pollard Alliance called for the league to investigate. The NFL is now investigating, and if found guilty, the Raiders would be subject to a fine from the NFL.

The NFL fined then-Lions general manager Matt Millen $200,000 in 2003 after violating the rule in hiring Steve Mariucci as head coach.
