With House Passage of FISA Measure, Action Moves to Senate

The White House supports the bill, but President Trump raised concerns about it Thursday morning, wondering whether FISA had anything to do with the controversial dossier that tried to link him and his winning presidential campaign to the Kremlin.

The warning came a day before the House is slated to vote on whether to renew Section 702 of the Foreign Intelligence Surveillance Act, which governs the collection of communications from foreign targets.

It was renewed by a 256-164 vote, and the matter is now heading to the Senate, where Sen. But privacy advocates oppose the law, arguing there are not enough limits on the government's ability to scour the database of collected information for the communications of Americans in touch with those foreign targets.

It is unclear how Trump "personally directed the fix to the unmasking process since taking office", especially because the bill's sponsor, House Intelligence Committee Chairman Devin Nunes, R-Calif., stripped the major changes to unmasking procedures from the measure before presenting it for a vote by the full House. "The Administration urges the House to reject this amendment and preserve the useful role FISA's Section 702 authority plays in protecting American lives".

After a few confusing tweets, U.S. President Donald Trump on Thursday pushed the House to renew a critical national security program that allows spy agencies to collect intelligence on foreign targets overseas. "We need it! Get smart!" he said in a post.

After the House approved the renewal, Paul vowed to fight it in the Senate. The statute entitles intelligence agencies to collect the communications of foreigners overseas without a warrant, even when the individual in question was communicating with an American citizen. At 9:12 p.m., the White House issued a statement from press secretary Sarah Huckabee Sanders created to provide this clarity. It also would temporarily stop federal agents from collecting communications that mention a surveillance target - but aren't to or from that target - until the Intelligence Community presents Congress with new procedures for gathering that information.

Mueller and his team have been reportedly preparing to request an interview with the president, and Trump has previously said he would be willing to meet with investigators.

"I do think we need more time to work on this bill and I think that was only underscored this morning by the contradictory statements coming out of the administration", he said, calling for "more time to discuss this with our members".

Five-and-a-half years after Edward Snowden leaked details of the government's secret spying programs, the dust-up over Trump's tweet underscored the still-roiling debate over domestic surveillance, technology and Americans' views of their own privacy.

The amendment, proposed by Michigan Republican Justin Amash, would have required that the government get a warrant before looking through a surveillance database for information on Americans.
