Bauer, a 31-year veteran, encountered the individual and was shot several times, Johnson said.

A high-ranking Chicago police officer was fatally shot on Tuesday afternoon within sight of City Hall, turning some of downtown's busiest blocks into a chaotic crime scene and adding to a grim tally of officers killed across the country in recent days.

The Chicago Tribune reports that the shooter was eventually apprehended and was wearing a protective vest.

In 2007, he was arrested for "the possession of body armor, heroin possession, and possession of a defaced firearm".

He leaves behind a wife and a 13-year-old daughter.

Bauer is the first Chicago police officer shot and killed since 2011 and is one of the highest ranking officers to be killed in decades.

Superintendent Eddie Johnson choked back tears as he spoke to reporters outside Northwestern Memorial Hospital, where Bauer was pronounced dead.

"Today is an extremely hard day for the Chicago police family", said police superintendent Eddie Johnson.

And Father Michael Pfleger, who may have been at odds with Bauer at times over gun violence in Chicago, recalled the commander as "always a gentleman and professional", but said his death is but another tragedy for Chicago. Officers had been chasing the man on foot.

'And everybody is scurrying all over and I see the police head to the stairs there. "This is how I look at it, I want them off the street", he told residents.

Bauer had recently criticized Chicago's justice system for what he saw as excessive lenience in prosecuting and jailing career criminals.

"When Paul heard the radio call, he didn't turn the other way to let someone else worry about it", Johnson said.

"It's a hard day for us", Johnson told a news conference, fighting back tears. We're talking about career robbers, burglars, drug dealers.

"There was no communication from him on the radio informing dispatch that he was in pursuit of the offender or that he was even on scene, so they initially thought it was an off-duty officer until someone recognized him", spokesman Anthony Guglielmi wrote in an email. "They need to be off the street".

"I was heartbroken", Branda said.

"It is a hard day for us, but we will get through it", Johnson said outside the hospital where Bauer was taken.

Tuesday evening, firefighters at a station near Bauer's police district headquarters lowered their flags to half-staff.
