Moon's spokesman Kim Eui-kyeom said Saturday Kim's sister verbally delivered his offer in a lunch meeting with Moon at Seoul's presidential palace.

Washington and Tokyo are concerned that Seoul's conciliatory stance toward Pyongyang could endanger trilateral cooperation on bolstering pressure against North Korea, and could give the country more time to develop nuclear weapons.

Pyongyang conducted its largest nuclear test past year and said it had developed a missile capable of carrying a warhead to the United States.
