Trans Mountain expansion will be built, Trudeau says

  • Jason Franson The Canadian Press Prime Minister Justin Trudeau takes part in a town hall meeting in Edmonton on Feb. 1 2018

"We're just going to reiterate that the decision we made was in the national interest and we're going to move forward with that decision, which means we're going to get the Trans Mountain pipeline built", he said.

"The people of B.C. need to know that there is effective spill management across the province and, in particular, for our most environmentally sensitive areas, including coastlines", George Heyman, minister of Environment and Climate Change Strategy, said.

The one-hour meeting in Edmonton's Federal Building ended without public word of what the consequences will be for B.C.

Calgary lawyer Rick Gilborn said Trudeau could put a quick end to B.C.'s stunts by calling on Parliament to declare the Trans Mountain pipeline and the products it carries to be a work for the general advantage of Canada, and suspend all provincial and municipal regulatory or statutory hurdles, a power it has under section 92 (10)(c) of the Constitution Act.

If they can get inside, Christianne Wilhelmson said the groups' members hope to ask Trudeau about the pipeline and about federal plans to protect endangered southern resident orcas from the threat posed by tanker noise in Georgia Strait.

Earlier this week, the B.C. government released a document regarding pipelines that included a proposal to restrict shipments of crude through them until a comprehensive study on contingency plans was completed. Billions of dollars of goods cross our borders every year. Notley added the discussions are not related to the Site C hydroelectric project in northern B.C., putting down speculation that the dispute could endanger talks on that issue.

"What kind of system do we have when the best scientific, technical evidence and the rule of law are continuously undermined?"

"There are grounds for legal action, and we will be taking legal action", she said.

The mayor added the environmental regulations should have been put in place a long time ago, by the B.C. Liberals. I don't think that's unreasonable.

Nenshi also said that gas prices in B.C. would also take a hit. "BC's actions are unconstitutional, this is not a dispute between BC and Alberta".

"Sabre-rattling doesn't get you very far".

The expansion was approved by the federal government in 2016 and will increase Trans Mountain capacity to 890,000 bbls per day from 300,000 bbls a day between Edmonton and Burnaby.

"That's what they have announced - an intention to consult".

"The only way we can get any of those things is if we do all three of those things together", Trudeau said. "I'm not going to opine on disagreements between the provinces in this case", he said.
