USA secretary of state Rex Tillerson has drawn a distinction between "talks" with North Korea and "negotiations", arguing U.S. president Donald Trump's willingness to chat with Kim Jong Un should not be construed as anything more than that. He did, however, dispatch a delegation to Pyongyang, which met with the North Korean leader and returned with news that Kim was prepared to hold "candid talks" with the US and suspend its nuclear and missile programs while dialogue took place.

Mr Trump had planned to visit Panmunjom during his visit to Seoul in November, but had to cancel at the last minute due to adverse weather conditions.

"They don't for example have an ambassador to South Korea at the moment".

As Mr Trump's administration ramped up its "maximum pressure campaign" on North Korea over the a year ago, Mr Tillerson was one of the more enthusiastic advocates within the cabinet for trying to talk to the North Koreans, even as other officials warned Trump of the risks of rewarding Kim too soon.

The cautious tone was mirrored by a tweet from Trump late on Thursday who said that "sanctions will remain until an agreement is reached".

"Kim Jong-un talked about denuclearisation with the South Korean Representatives, not just a freeze". That job is complicated by the fact that the USA public has been told for many years that you can't negotiate with North Korea-despite the fact that the United States negotiating team in the late 2000 believed they were close to agreements to solve both the nuclear and missile problems. Pyongyang has pursued its nuclear program in defiance of United Nations Security Council resolutions.

Trump's decision, after a year in which the two have repeatedly traded insults, is a remarkable breakthrough.
