A Minneapolis police officer who shot and killed an unarmed Australian woman has been charged with third-degree murder and second-degree manslaughter.

"I think it shattered the illusion a lot of us had in this neighborhood that these kinds of things can't happen here and we saw that they absolutely can happen here", said Schuman.

Damond's fiance, Don Damond, and her father, John Ruszczyk, issued a joint statement in which they praised the decision to charge Noor and hoped it resulted in a conviction, calling it "one step toward justice for this iniquitous act".

Meanwhile, Michele Bachmann, a former Republican congresswoman who represented the Minneapolis exurbs, called Noor - one of the first Somali-American police officers on the force - an "affirmative action hire by the hijab-wearing mayor of Minneapolis".

The attorney for Damond's family, Bob Bennett, could not be reached on Tuesday.

The grand jury concluded its investigation on Monday.

Noor handed himself in to police on March 20 and was remanded in jail on a bail of $US500,000. He completed training at the Minneapolis PD Academy and was trained in numerous scenarios, meant to teach officers how to identify a threat, if any, before shooting.

"The facts will show that Officer Noor acted as he has been trained and consistent with established departmental policy".

Noor is scheduled to make an initial court appearance on Wednesday in Hennepin County District Court in Minneapolis.
