A March 7 Kremlin statement about the gathering did not specify the exact date or where the meeting would take place.

Eastern Ghouta's around 400,000 residents have lived under government siege since 2013, facing severe shortages of food and medicines even before the latest offensive began.

Paulo Pinheiro, chairman of the U.N. Commission of Inquiry on Syria, said that it came at a "very dark moment in this conflict" as fighting intensifies in Idlib, Afrin and Ghouta.

Since Feb. 19, at least 834 people have been killed in Eastern Ghouta, and the death toll is expected to rise further as attacks by the regime remain ongoing.

In Hammuriyeh, air strikes were continuing to pummel the town on Tuesday. It said the rebels were free to leave with their weapons and families unhindered.

Laerke said the team found a desperate situation for people who have endured months without access to humanitarian aid.

Turkey controls a swath of territory revolving around the town of al-Rai, al-Bab and Jarablus - a border zone that Turkey and Turkey-backed rebels took from the Islamic State group in 2016.

An aid convoy reached the besieged, rebel-held enclave near Damascus on Monday for the first time since the start of a massive government bombing campaign and assault to recapture it in mid-February.

Turkey sent troops into the Afrin enclave on January 20 to drive out Syrian Kurdish fighters it considers to be terrorists.
