Police now allege McArthur killed Faizi "on or about" December 29, 2010, according to documents filed in court Wednesday.

However the review will not directly address police conduct connected to the ongoing McArthur investigation or any past police contacts with the accused killer, due to the ongoing investigation and future trial.

The latest charge comes just hours before Toronto police are scheduled at 1:30 p.m.to provide an update on three aspects of the investigation.

McArthur was arrested January 18 and charged with two counts of first-degree murder in connection with the disappearance of Andrew Kinsman and Selim Esen, who went missing from the Gay Village in 2017. It closed after 18 months as it did not establish the whereabouts of the missing men or resolve the circumstances on their disappearances, police said.

"We really don't know how deep this is going to go", Idsinga said.

The remains of Andrew Kinsman, Soroush Mahmudi and Skandaraj Navaratnam had previously been identified, Idsinga said.

A relative who spoke with The Guardian under the condition of anonymity said she believes Faizi's remains have been found.

The 66-year-old landscaper appeared by video in a Toronto courtroom this morning, where the new charge was announced.

Idsinga said Faisi, who was 42 when he disappeared on December 29, 2010, was one of the three men whose disappearances were linked through Project Houston, a task force launched by Toronto police in 2012, to look into the disappearances of the three men from Toronto's Gay Village.

Bruce McArthur, that looked in court by means of a movie link, has been charged with premature murder from the passing of Abdulbasir Faizi. McArthur has already been charged in the deaths of the other two men, Majeed Kayhan and Skandaraj Navaratnam, included in the Project Houston probe. Sources close to the victims say Selim Esen, who disappeared in the spring of 2017, is among those who have been positively identified by investigators.

Faizi's remains were among at least seven recovered from planters at a Toronto home where McArthur once did landscaping work.

The first police probe - named Project Houston - was launched in 2012 to investigate the disappearances of Faizi, Kayhan and Navaratnam.

McArthur's next court date is April 25.

In March, police also released a photo of a dead man believed to be another victim. Police Chief Mark Saunders has also initiated an internal review that will become public, and has called for some form of public inquiry. Sgt. Hank Idsinga says releasing the image is a "last resort" to find the man's identity.
