Ellicott City flooding prompts emergency rescues, state of emergency

News outlets showed photos and video of sudden, violent floodwaters surging down Main Street in Ellicott City, some 13 miles (20 kilometers) west of Baltimore. But he added that because he covered the same flooding two years ago, "this is emotional". On Sunday, the community received almost 8 inches (20 centimeters) of rain over a 6-hour period, but most of it fell during an intense, 3-hour period, Muccilli said.

Kittleman later said he was "devastated" and "heartbroken" by the floods, which he said were worse than in 2016. There as yet remain no reports of fatalities, said Howard County spokeswoman Karen Spicer.

The group of 10 then scrambled uphill through the woods toward the Castle Angelo, a castle-like home built in the 1830s into the rocks above Ellicott City, overlooking the Patapsco River.

Hogan also toured the area and promised "every bit of assistance we possibly can". Of course, we have rescue folks in Ellicott City now.

Howard County Fire and EMS say swift water rescue teams from all over the region are converging on Main Street.

Days ago, Gov. Hogan announced that Howard County would get just over $1 million from FEMA that would fund a storm drain project that will reduce the flood risk of areas surrounding Ellicott City's Main Street.

It is believed multiple water rescues are underway.

A witness says she watched cars being swept by flash flooding through a downtown street in Ellicott City, Maryland.

"Our administration is closely monitoring the situation and working in partnership with local officials, including Howard County Executive Allan Kittleman, to respond to this extreme weather as quickly and efficiently as possible".

Local officials are urging anyone in the area to seek higher ground and evacuate immediately, as long as the roads near them are safe and not flooded.

During the July 2016 storm, 6 inches of rain fell in about an hour in Ellicott City.

The National Weather Service has issued flash flood warnings covering not just Ellicott City but Catonsville, Dundalk, Elkridge, Arbutus and much of Baltimore City.

The Howard County fire department warned people to stay away and said hundreds of rescuers were converging on Ellicott City from as far away as northern Virginia.
