When asked by reporters if he supports the STATES Act, Trump said, "I really do, I support Senator Gardner, I know exactly what he's doing". "I'd like to see it done sooner rather than later for a simple reason", Gardner, the first-term Colorado senator, told Jake Tapper on CNN.

"I have talked to the president about this bill", Gardner said at a news conference. "We're looking at it, but we'll probably end up supporting that, yes".

Canadian Prime Minister Justin Trudeau, an outspoken advocate for legalization, has said the drug will be legal by summer.

Nine states and the District of Columbia have legalized recreational marijuana.

The bill would remove industrial hemp from the definition of marijuana and clarify that state-legal marijuana transactions do not constitute trafficking, an attempt to address banking and finance barriers the federally-illegal marijuana industry faces.

The measure would amend the controlled substances act so that the act no longer applies to people who follow state laws regarding marijuana.

MCCAMMON: And it's worth noting that during the 2016 campaign Trump said he was in favor of states' rights when it comes to marijuana laws.

The legislation, which was unveiled on Thursday, will not legalize marijuana.

Sessions has been known for his vocal opposition to marijuana legalization, calling it a "very real danger" during his Senate confirmation hearing, and saying, "Good people don't smoke marijuana".

Colorado voters in 2012 passed Amendment 64 that allows for recreational marijuana use. During his tenure, Sessions has reversed Obama-era legislation by giving prosecutors more leeway in enforcing federal law against the drug in states where it is already legal.

Prohibits the distribution or sale of marijuana to persons under the age of 21 other than for medical purposes.

The STATES Act would give states the right to self-determine cannabis laws without the looming threat of federal interference.

And a broader fear - that the feds could simply shut everything down someday - would potentially be abated, at least for the businesses that are licensed and in compliance with state regulations.

"The president has a rare opportunity to get behind a truly historic policy change that has bipartisan backing and significant public support", said Mason Tvert, spokesman for the Marijuana Policy Project, a drug policy reform group. The STATES Act is the product of that effort.
