Trump's legal team also argues that the president could not have committed obstruction because, they say, he has absolute authority over all federal investigations.

Speaking to the Globes capital market conference in Tel Aviv, Mr Giuliani said the U.S. leader has the power to pardon himself, but will not, because he is innocent.

Former FBI Director Robert Mueller is the Special Counsel appointed by the Department of Justice to investigate into the allegation of Russian interference in the 2016 presidential elections in Trump's favour.

But he said doing so would have "tough" political ramifications.

As Mueller's investigation into alleged collusion between the Trump campaign and Russian Federation in 2016 fruitlessly drags on, Trump was not the only one to tout the President's power of pardon. You wait for someone else to say it, or you die.

Still, a minority of constitutional lawyers believe the United States presidency does have powers to protect itself, including shutting down investigations and rejecting subpoenas.

Giuliani's remarks echoed the rhetoric regularly employed by the president, who often characterizes Mueller's team as being comprised of "13 angry Democrats" even though Mueller himself is a registered Republican.

Giuliani said last week that the special counsel probe may be an "entirely illegitimate investigation" and need to be curtailed because, in his estimation, it was based on inappropriately obtained information from an informant and Comey's memos. "They are trying to invent theories of obstruction of justice", Giuliani told a business conference in the Israeli city of Tel Aviv.

"We said, 'Well, we're not going to have a summit under those circumstances, '" Mr Giuliani said.

Lifestyle guru and businesswoman Martha Stewart is on the list of new potential pardons - though a source said the president has cooled on that idea.

Giuliani told NBC's "Meet the Press": "Pardoning himself would be unthinkable and probably lead to immediate impeachment". In that tweet, he insisted that "we play the game because I, unlike the Democrats, have done nothing wrong!"

On Monday, Trump went on to attack Mueller's investigation, claiming it isn't legal but he doesn't plan to end it. "President Trump is not going to do that".

The 20-page letter from Trump's lawyers to Mueller in January came in response to repeated requests by the special counsel's office asking to interview Trump, according to the Times.

So the issue of whether a president can pardon themselves is matter of interpretation because no president has tried to do it.
