A man has been charged with hate crimes after he was seen in a video verbally harassing a woman for wearing a shirt with the flag of Puerto Rico. People on Twitter called the officer "worthless" and noted that Puerto Rico is a United States commonwealth and its people American citizens.

After a few minutes of asking the man to leave her alone, the video shows the woman asking a Cook County Forest Preserves officer for help.

You're "not going to change us", the harasser told the woman - though it wasn't clear exactly whom he meant by "us". On video, you can hear her saying, "I am renting this area and he's harassing me about the shirt that I'm wearing".

The man again approaches Irizarry in a threatening manner while she begs him to stay away. The world is not going to change the United States of America. "You should not be wearing that", he is heard saying as he repeatedly confronts her.

In the video, Trybus, 62, demands to know why the woman is wearing a shirt displaying the Puerto Rican flag. "Officer, I feel entirely uncomfortable, can you remove. please officer".

"'Is she an American citizen?" he then asks the officer.

The agency adds, "The intoxicated individual involved in the incident was arrested and charged with assault and disorderly conduct".

Puerto Rico Gov. Ricardo Rossello tweeted several times Monday night about the video, calling the incident "undignified".

"Because I can", she answered, before appealing to the police to intervene, saying she had rented some of the park's outdoor seating. Even police officers have a right to a fair process.

The preserve district police chief, Kelvin Pope, said he didn't know why Conner apparently didn't step in initially.

'We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force, ' Rosello tweeted on Tuesday.

A 62-year-old man appears to be in need of geography lessons after he allegedly accosted a woman for wearing a T-shirt with an image of the Puerto Rican flag in an IL park.

"The officer should have stepped in and he should have done something", Pope said. "I am appalled, shocked & disturbed by the officer's behavior", he said.
